Dear readers, researchers and students, the technology revolution brought a lot of good news for you too (!). Technology takes care of the books and all the items that build our cultural heritage up to this moment. For those who often check in the library, it may seem quite common to make a request for a book and to receive it right away. Maybe you have already checked the electronic catalogue of the library, or even the online catalogue. Simple gestures hiding a silent, smart and large library management system, that we call LMS. If we speak about an integrated library management system we will refer to as an ILS.

Cluj-Napoca Hosts Top GS100 companies
As an achievement of the local Cluj-Napoca, Transylvania outsourcing community in 2011, we are proud to share with you that a number of 4 companies reached the GS100 List, as published in Global Services 100 Study. As explained in the public GS100 compendium, the methodology for the classification is quite complex and involves many criteria. However, the fact that four of these companies have chosen to grow their centers in Cluj-Napoca is a living proof of the added value and resources that this city has to offer.
Software Offshoring in Transylvania
Three of the main offshoring destinations in Romania are located in the region of Transylvania: Cluj-Napoca, Timisoara and Brasov. Macroeconomic data show that Transylvania is accountable for around 35% of Romania’s GDP, and has a GDP per capita (PPP) of av. $11,500, around 10% higher than the Romanian average. Its European-like cities host the majority of elite institutions in the country competing with the capital’s research and development hub. The multiethnic landscape offers a great deal of multilingual service opportunities like offshore software development.
Millennials in the CEE Countries – Implications for the IT&C Sector
“N’oubliez jamais /… / Every generation has its way” … sings Joe Cocker by its gritty voice in his well known tune. The words may echo in our ears since we currently are experiencing the coexistence of five distinct generations: The Traditionalists, The Baby Boomers, Generation X, Millennials (Generation Y) and the upcoming Generation Z. To what extent does the generation shift mark the way we interact at the work place? Is the ITC industry subject to the changes that Generation Y produces? Does the “geographical” factor bring distinct characteristics across the world? Are Human Resources departments prepared to integrate and manage this type of mixed community? What is specific to the CEE and Romania? The thread of questions expands suddenly when we superpose the historical events in the picture.
Social Portals – Your Digitalized Personal Life
Social media is a big buzzword in the world of internet marketing. It is used as an umbrella term for using the computer-mediated communications (including blogs, microblogs, wikis, podcasting and video / media libraries and older forms such as forums and instant messaging, as well) channels as new forms of media. Social media includes various activities that integrate technology, social interactions, and the construction of words and pictures, using internet and web-based technologies to transform broadcast monologues (one to many) into social media dialogues (many to many). Some social portals are globally used (Facebook, Twitter, LinkedIn), whereas others are country or region specific.

Outsourcing in Romania is Heating Up
Outsourcing to Romania may be one of your business major positive turn. Even amid these uncertain last two years the A.T. Kearney “Global Services Location Index” 2011 places Romania on the 25th rank in the world top of IT outsourcing and BPO locations, specifying that “…the nearshoring story in Europe still shows a shift to (…), Romania (…)”.
IT for Smarter Energy Use
The energy conservation and environemental stewardship are topics that have pursued people and businesses to rethink their way of using and obtaining power. IT companies and departments have quickly aknowledged that this sector is a high electricity consumer. Since then, large IT companies have embraced the role of both smart energy purchasers and promoters. The greater the pressure for „clean energies” the better they work for integrating global solutions.

Health Care IT Systems & Services Dilemma
The Internet has developed as an efficient tool to share health information, enabling users to access and sense data at their fingertips. More and more complex problems in the health field require progressively sophisticated computer software, distributed computing power, and standardized data sharing. Cluj-Napoca Hot Spot for BPO/KPO/SSC Companies
The practice of outsourcing B2B operations has significantly risen in popularity in recent years. Romania has been identified as a preferred nearshore location due to its solid technical proficiency, widespread foreign language skills and a large workforce at a competitive wage rate. The outsourcing market moves from a competitiveness model based on cheap manpower to one built on cheap brainpower. Bucharest is in competition with top large cities to attract Business Process Outsourcing (BPO) and Shared Service Centers (SSC) operations. Knowledge Process Outsourcing (KPO) activities are to emerge in Romania in line with other CEE countries. The majority of the main BPO players from Bucharest have each opened at least one service center in large cities, around the main established university centers. To name just a few: Wipro, HP, Siemens, Bosch have expanded in Timişoara, Intesa San Paolo Bank, Route 66, IBM’s second center has opened up in Braşov, Capgemini set up offices in Iaşi, XL World opened operations in Iaşi, Bacău and Oradea. Cluj-Napoca has emerged as a BPO hub not only for software developmenet services, but for IT helpdesk, financial & accounting, procurement, audit, tax and advisory services.
New Release – June 2011 Edition of Codesping Company Papers Published
It seems that Cluj-Napoca software development community really hit the ground running in H1 of 2011. Even if the signs of this good start may be seen only at the end of the year, we are inclined to expect positive figures and an enforcement of the city rankings on the IT&C map in the CEE region.
This time, we chose to look at the wider specific traits spectrum that propels Cluj-Napoca as an offshoring and outsourcing destination. We had a deeper look at the health care IT systems evolution and tried to outline the reasons why Romania is becoming an emerging offshoring destination in the field, competing with some of the largest countries in the world. Next, our focus section shifted to the critical analysis of the social portals phenomenon, sensing the direct impact on our personal lifes. A subject of great relevance for our customers and team, the constribution of IT sector to the smart energy use, stirred our minds and reflections upon the importance of a consistent corporate energy strategy. In the end, our Company Papers 4th edition, sums up the events we have attended during the last three months and part of the relevant findings released for the public. (more…)

Outsourcing, Romania and the Way Forward
Outsourcing in Romania works! Successful operations are tightly connected to the ability of the management to profitably use the available resources. Over the last decade whoever planned an outsourcing strategy to Romania registered higher share value and higher margins. Cost savings and efficiencies led CEO’s to look for Romania as a valuable outsourcing resource. Facing an emerging market place, outsourcing customers that opted for Romania still have to cope with the inherent challenges of the new economic world map. Romania competes with neighboring CEE countries, but also with India or Russia. Hence, the outsourcing community in Romania has to break its way forward, as to offer more added value and more effectiveness.

Following the insightful technical sessions of the Budapest conference, held on the 26th of May, 2011, we would like to point out some key findings.
Operating System Thicket on the Smartphone and Tablet Markets
According to their recent research Deloitte analysts predict that in 2011 more than half of the computing devices sold in the world will not be commonly known PCs (desktops, laptops or netbooks). If for 2011, Gartner anticipates PC shipments to reach 409 million units—a 15.9 percent increase over 2010, Deloitte’s forecast for aggregated sales of smartphones, tablets and non-PC netbooks overpasses 400 million. Both research agencies agree that the 2011 computing market will shift its major share towards non-PC devices using diverse operating systems and processing chips.
Romania’s IT Spending For 2011
According to recent studies of BMI (Business Monitor International) domestic IT spending is likely to grow during 2011. An entire report has been made available by the agency in the first quarter of 2011. A quick look at the overall data shows the opportunities lying in the Romanian IT market.
The key trend inferred by the research is that Romanian IT spending returned to growth in 2010, following the sharp contraction in 2009. In spite of this trend line both consumer and business IT spending is expected to remain constrained in H111 by deleveraging and the fiscal austerity programme, therefore keeping spending volumes below levels recorded in 2008.
